NIRAJ ACHARYA, PE, CFM | Vice President of Marketing and Business Development
Niraj Acharya has been promoted to Vice President of Marketing and Business Development. In his new role, Niraj will continue to focus on growing TNP’s footprint across Texas by assisting our clients in solving their infrastructure challenges.
Niraj joined TNP in 2007 as an Engineer in Training, directly out of college. He served in various capacities on the firm’s stormwater engineering team, ultimately becoming the Director of Water Resources. In 2019, he shifted roles to lead TNP’s enterprise-wide marketing and business development efforts.

JOHN DEAN, AICP | Vice President South Texas Region
John Dean has been promoted to Vice President of the South Texas Region of TNP. In his new role, John will be responsible for overseeing the continued growth of all TNP teams and services in the greater Houston area.
John joined TNP’s Katy office in 2024 and has been vital to increasing our client and project footprint in the region, including opening our office in The Woodlands in 2025. John brings a resume with over twenty years’ experience delivering public infrastructure projects. He previously served as the Assistant Transportation Director for the City of Round Rock, Texas. Notably, he began his career as a law enforcement officer for the Sam Houston State University Police Department.

TODD DUGHMAN, CCISO, CISSP | Vice President of Information Technology
Todd Dughman has been promoted to Vice President of Information Technology. In this role, Todd will focus on developing secure, integrated, and scalable technology solutions to support TNP’s growth across Texas.
Todd joined TNP in 2019. His career encompasses over forty years of information technology and cybersecurity experience, with the majority in the Architecture/Engineering/Construction sector. Prior to joining TNP Todd previously held IT leadership roles with GE Johnson Construction, Flatiron Construction, and Westinghouse Nuclear.

JENNIFER HALL, SR/WA | Vice President
Jennifer Hall has been promoted to Vice President. In her new role, Jennifer will be responsible for overseeing the operations for the Right of Way department.
Jennifer joined TNP in 2013 as a Right of Way Agent. Her unique combination of technical, managerial, and leadership skills led to her becoming TNP’s Director of Right-of-Way Services, where she has significantly grown the department’s client base, skillset, and statewide presence.

SCOTT GIBSON, PE | Director of Engineering Services
Scott Gibson has been promoted to Director of Engineering Services. In his new role, Scott will be responsible for leading the delivery of site development projects, as well as operations in our Denton Office.
Scott joined TNP in 1999 as an Engineer in Training. Since that time, he has served a variety of clients in the public and private sectors. His experience includes working on some of the DFW region’s most critical healthcare, K-12, energy, public works, and civic facilities projects.
